Rivera earned his B.A. in political science from the University of Puerto Rico in 1998, and attended the Graduate Center of the City University of New York to pursue a doctoral degree in political science. His professional experience includes working as a faculty member in the political science department at Pace University, as a community organizer for campaigns at the local and state level and serving as the Hispanic Vote Director for Florida under Barack Obama's campaign for president. In August 2012, he was included in a list of 20 Latino political rising stars compiled by the San Francisco Chronicle.
