Biography
Representative Lockman was raised in Wilmington, Delaware and graduated from A.I DuPont High School in 1997. She subsequently earned a degree in film and linguistics from New York University and a master’s degree in urban affairs and public policy from University of Delaware. Early in her career, she served as a program manager for the Hearts & Minds Film Initiative of Serviam Media. After this, she served as president of parent teacher association at Highlands Elementary School. Prior to her election to the Delaware Assembly, she was appointed to serve on the Wilmington Education Advisory Committee in 2014.
