Andy Nielsen

Biography

Councilor Andy Nielsen is serving his first term on the Council, having been elected in November 2023 to represent District 14 on the Eastside of Indianapolis. As a full-time Councilor, Andy is focused on improving pedestrian safety, providing clean, safe, and affordable housing for all neighbors in Indianapolis, and ensuring economic development projects provide opportunities for the entire community. He currently serves on the Council's Administration and Finance, Environmental Sustainability, Public Works, and Rules and Public Policy Committees. Nielsen brings over a decade of public policy, advocacy, and government experience to elected public office. Most recently, Andy worked at the Indiana Community Action Poverty Institute, providing advocacy and research on consumer protections and financial services, tax, budget, and housing policy. Prior to the Institute, Andy worked at an Indianapolis community-based organization in direct social services. Andy worked for several years in Washington, DC, serving as legislative assistant to U.S. Senator Jeanne Shaheen, and as policy analyst for the U.S. Senate Committee on Small Business and Entrepreneurship and the U.S. Congress Joint Economic Committee. He also worked as policy advisor to Governor Gina Raimondo of Rhode Island and was an analyst for PNC Bank. Nielsen is incredibly involved in the community, having served as treasurer of a local community development corporation, Chair of the Plat Committee of the Metropolitan Development Commission for the City of Indianapolis, and as a volunteer tax preparer through the IRS’ VITA program since 2017. Andy graduated from Indiana University with a bachelor’s degree in economics.
