Biography
At-Large Councilmember Rachel Tomas Morgan has been a dedicated South Bend resident for over 30 years. Originally from the Philippines and raised in central Illinois, Rachel moved to South Bend for college and decided to make it her home with her husband, Pete Morgan. They raised their children on the city’s near West Side. Rachel holds a master’s degree from the University of Notre Dame and a bachelor’s degree from Saint Mary’s College.
